**Program Background**

DT Global supports the implementation of the Australia-Indonesia Partnership for Justice Phase 3 (AIPJ3), a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

A key strategic agenda of the AIPJ3 program is bilateral Court-to-Court Cooperation between the Supreme Court of Indonesia and the Federal Court of Australia, including the Federal Circuit and Family Court of Australia. This longstanding cooperation facilitates intensive dialogue and exchanges, promoting reform agendas and people-to-people relationships that strengthen judicial collaboration between the two countries.

To support this cooperation and other program activities to be conducted in Australia, AIPJ3 will establish a Vendor Pool for Interpretation Services based in Australia, particularly in Adelaide, Melbourne, and Brisbane. A Vendor Pool is a group of pre-qualified suppliers that can be engaged on an as-needed basis to deliver specific goods and services.

The Vendor Pool mechanism enables AIPJ3 to streamline procurement processes, ensure value for money, and maintain high standards of service quality and compliance. Selected vendors will be engaged under a Deed of Standing Offer Agreement, which outlines the terms, conditions, and duration of engagement.

**The Opportunity**
AIPJ3 is seeking to engage individual vendors to provide interpretation services between Bahasa Indonesia and English. As AIPJ3 activities will be delivered in Australia, particularly in Melbourne, Brisbane, and Adelaide, applications are invited from suitably qualified candidates who are based in those cities.

**Services Period and Type of Engagement**

The service is expected to commence in May 2026 with an initial contract period of one (1) year and may be extended based on performance.

The selected individual vendors will be engaged under a Deed of Standing Offer, and a Service Order will be issued for each assignment offered to the individual vendor. There is no minimum guarantee of services required as each engagement will be determined based on AIPJ3’s need.

**Definition of Vendor Pool and Standing Offer Agreement**
AIPJ3’s vendor management approach aligns with DFAT’s principles of Panel Arrangements. A Vendor Pool is a mechanism for engaging pre-qualified suppliers through a Deed of Standing Offer Agreement to provide specific goods and/or services to AIPJ3 as required. The suppliers’ rates and performance will be reviewed annually to ensure ongoing value for money and service quality.

A Standing Offer Agreement outlines the general terms and conditions under which a supplier agrees to deliver goods and/or services over a defined period. It does not commit AIPJ3 to purchase but establishes the framework for engagement when services are needed. When AIPJ3 requires a specific service, a Service Order will be issued to the supplier.

The issuance of the Service Order creates a binding contract between AIPJ3 and the supplier under the terms and conditions set out in the Deed of Standing Offer. **Scope of Services**

Individual vendors are expected to provide one or more of the following services, depending on their area of expertise:

1. Interpretation Services
- Provide simultaneous or consecutive interpretation for meetings, workshops, conferences, interviews, or training sessions, both in-person and online.
- Ensure accuracy, neutrality, and confidentiality of interpreted content.
- Be available for pre-event briefings to familiarise with context, terminology, and objectives when required.
- Provide post-event clarification or terminology notes when required.
2. Interpreter devices & Technical support (if applicable)
- Provide and manage interpreter equipment and devices, including but not limited to:
1. Portable interpretation sets (transmitters, receivers, headsets)
2. Booths for simultaneous interpretation
3. Audio distribution systems and microphones
4. Online interpretation platforms (e.g. Zoom interpretation channel setup)
- Ensure proper installation, testing, and operation of all interpretation devices before and during the event.
- Provide on-site or remote technical support throughout the session to guarantee uninterrupted communication.
- Ensure all equipment meets appropriate safety and audio quality standards.

**Expected deliverables:**

- Accurate and contextually appropriate interpretation outputs.
- Fully functional and reliable interpretation devices and systems throughout events.
- Deliverables completed within agreed timelines and formats.
- Confidential and secure handling of all materials and information obtained during assignments.

**Location**

- The activities will be conducted in Melbourne, Brisbane, and Adelaide. The selected individual vendors are required to deliver services in these locations.
- AIPJ3 shall not be responsible for any domestic travel or related costs incurred by the individual vendors.


**Selection Criteria**

Individual Vendors will be evaluated based on the following criteria:

- Eligibility: Individual applicants must be based in Adelaide, Brisbane, or Melbourne.
- Education Background: A minimum of a bachelor’s degree in Linguistics, Translation and Interpreting Studies, English Language and Literature, or other relevant fields, combined with formal training or certification in translation/interpreting.
- Professional experience: Proven experience of at least 3 years in providing professional interpretation, translation, and/or interpreter device services for international development programs, government, or corporate clients.
- Donor Program Experience: Prior experience working with DFAT or other donor-funded programs is an advantage.
- Sector Knowledge: Good understanding of and experience working in the justice sectors is preferred
- Value for Money: Competitive and reasonable fee structure aligned with prevailing market standards.
