Mashriq Program is a decentralised geographic division working in the Midle East and covering Jordan, Lebanon, Egypt, Iraq, and Syria.

In this region, we cover the full manadte of HI – emergency, Armed reduction violence and development - with strong focus on continuum and resilience. There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention.

**OBJECTIVE OF THE POSITION:**

Under the management the Regional HR Manager, the Regional Senior HR Officer fosters a positive workplace culture, drives engagement and retention initiatives, follow up and resolve staff concerns. S/He manages HR risks and ensures compliance with policies, audits, donor requirements, and legal frameworks while overseeing HR cycles, Personnel administration, recruitment and skills development.

The position requires frequent travel and flexibility across the Mashriq countries due to the operational needs. The Regional Senior HR Officer covers the absence of the Regional HR Manager and the affiliated Country HR Managers when needed.

**Reports to: Regional HR Manager**

**Interacts with:**

- Mashriq program staff
- Affiliated countries: HR Managers, HR Officers
- HQ: HR Specialist, BDDI unit, recruitment & mobility unit, social management unit, training unit

**Responsibilities:**

**Mission1: Employee engagement and Support**

- Fosters trust and open communication with staff and partners, ensuring a positive workplace culture.
- Resolves employee concern proactively with creative, timely solutions.
- Participate in designing and driving initiatives to enhance staff engagement, motivation, retention and well-being.

**Mission 2: Policy implementation, HR Risk Management and Accountability**

- Identifies HR risks within the program in collaboration with the HR team in the different countries, mitigate those risks and implements mitigation strategies.
- Ensures compliance with HI policies and frameworks within the program. Work with country HR team to adapt them to align with the local context and operational needs.
- Ensures audits are conducted in compliance with organizational standards and oversees proper archiving procedures in adherence to best practices. Act as the audits focal point for HR department
- Ensures compliance with donor regulations and requirements for all projects within the geographical scope, maintaining accountability and adherence to agreements.

**Mission 3: Operational HR Implementation**

- Programme Human Resource Management
- Prepares Program HR reports and adheres to global HR deadlines.
- Oversee the HR cycle implementation ensuring alignment across all phases like recruitment, onboarding, performance management, and exit process.
- Ensures archiving processes meet compliance, quality standards and respect of legal context with a focus on continuous improvement.

**3.2 Contributes to the quality of personnel administration for HI staff present in his/her geographical area**

- Conducts staff briefings on policies, administrative matters and employment conditions.
- Ensure Administrative management for International staff in the countries of the program are implemented by respect to HI framework and according to the policies in place.
- Rolls out personnel administration policies, processes and tools in his/her geographical area.
- Produces documents and applies regulatory procedures concerning personnel administration.

**3.3 Deployment of the HR Standards and support to design and deployment of new HR project with the Mashriq regional division**

- Contribution to the Programme's budgetary processes and the management of budget line under their supervision.
- Implementation and follow up on all skills development actions related to regional office under the supervision of the RHRM
- Follow up on the performance appraisal process for staff within the geographical area of intervention.
- Implementation of sourcing process in his/her geographical area (e.g. interventions in training centres, trade fairs, professional social networks etc.)
- Onboarding of new arrival and liaison with BDDI team for international staff.
- Support to managers within regional office on how to apply the recruitment and mobility processes and ensures the process quality and compliance with HI policies, particularly in emergencies

**Mission 4: Emergency preparedness and response**

- Oversees emergency preparedness actions in the HR department and, in the event of an emergency, support the HR team in question to ensure a rapid and effective response to remain compliant with the emergency action plan and the need of the field.
- Work to establish a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool.

**Mission 5: Ensure gap coverage and replacement during absence**

- The post holder requires to cover the absence and the gap in the human resources department. The role requires frequent travel and flexibility across the region due to the operational needs. The travel is estimated to be 20% of working time during the year.
- The Regional HR Senior Officer covers the absence of the Regional HRM and the country HR Manager when needed.

**THE SUCCESSFUL CANDIDATE WILL HAVE:**

- University degree in human resources management other discipline relevant to the position.
- Fluent in English and Arabic (written, spoken) French is a added value
- Minimum 5 years’ experience in similar position within INGOs ideally in a regional program
- Previous experience in internal control and knowledge of labor law;
- Experience in compliance and audit;
- Previous experience in HR operations in emergency context;
- Previous experience in talent acquisition (national and international profiles)
- Previous experience in competency development
- Advanced writing skilla in English,
- Excellent organizational and time management skills.
- Advance knowledge of Microsoft Office (Excel, Word, Power Point, Access)
- Adapting communication and messages to various intercultural environment.
