This role ensures effective planning, delivery, monitoring, and coordination of assigned activities, maintaining close collaboration with national counterparts, technical experts, and donor representatives.

The Project Lead will supervise the project team and ensure that component activities contribute to the overall programme’s objectives in institutional strengthening, accountability, and inclusive governance.

**Key Responsibilities**

**1. Component Planning and Delivery**

- Lead the design, planning, and implementation of assigned component activities in alignment with programme objectives, the results framework, and donor requirements.
- Develop and maintain detailed workplans, budgets, and delivery schedules, ensuring timely and high-quality implementation.
- Coordinate the engagement of technical experts, including drafting terms of reference, managing deliverables, and supporting deployment logistics.
- Supervise the Project Team by clearly defining tasks, tracking progress, and ensuring outputs meet programme quality standards.
- Manage component-level procurement and financial approvals in coordination with the Programme Manager and the Finance Team.
- Monitor activity-level risks, ensuring timely mitigation and documenting updates in the programme’s risk register.

**2. Coordination and Stakeholder Engagement**

- Serve as the primary focal point for institutional counterparts within the assigned component.
- Facilitate coordination meetings with partners, technical experts, and other programme components to ensure alignment and synergy.
- Contribute to coordination and RMEL meetings by providing progress updates, identifying implementation challenges, and agreeing on next steps.
- Liaise closely with other components to ensure coherence across governance, gender, institutional reform, and operational workstreams.
- Support the Programme Manager in preparing for donor engagements by providing accurate, up-to-date inputs on progress, challenges, and adaptive management needs.

**3. Monitoring, Reporting, and Learning**

- Oversee data collection and analysis for component performance indicators and Key Performance Indicators (KPIs).
- Draft or contribute to monthly, quarterly, and annual reports, including success stories, lessons learned, and case studies.
- Ensure activity completion reports, mission notes, and technical outputs are finalized, quality-assured, and submitted on schedule.
- Participate in adaptive learning processes, identifying emerging opportunities and proposing adjustments to plans and budgets as needed.
- Support the integration of gender equality, conflict sensitivity, and human rights principles throughout component activities.

**4. Team Management and Capacity Development**

- Provide direct line management to the Project Team, including conducting performance reviews and offering mentoring and professional development support.
- Coordinate with the Programme Manager on staffing needs, onboarding processes, and workload distribution.
- Foster a collaborative and inclusive team environment that promotes effective communication and collective problem-solving.
- Identify and recommend capacity-building opportunities for national counterparts and programme staff.

**Essential**

- A minimum of 8 years of experience managing or coordinating projects in governance, security, justice reform, institutional development, or related fields.
- Experience working on donor-funded programmes, with demonstrated knowledge of programme management cycles and compliance requirements.
- Strong understanding of security and governance institutions in Lebanon or in comparable fragile or conflict-affected contexts.
- Proven track record in stakeholder engagement with government counterparts and international partners.
- Excellent project management, reporting, and analytical skills, with a strong commitment to quality and timely delivery.
- Fluency in English (spoken and written); working proficiency in Arabic is highly desirable.

**Desirable**

- Previous experience in security sector reform, community policing, gender mainstreaming, or public sector capacity development.
- Familiarity with adaptive programming approaches, including Results-Based Management (RBM) and agile methodologies.
- Experience managing small teams and coordinating multidisciplinary experts.
