We are hiring a **Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer** to serve with a new team in the **Middle East.** The MEAL Officer provides roving support to partners across the country and assists in M&E activities, including working with program staff, partners, and external consultants where needed. The MEAL Officer is particularly responsible for training and building the capacity of staff in M&E to ensure an effective and efficient design and for ensuring that MEAL is in place to provide on-site program support.

This role assists in all areas of areas of MEAL, to include but not limited to, providing tools to assess project progress against agreed objectives. This position ensures that all programs are implemented in accordance with Samaritan's Purse Program Management Field Operation Guide (PM FOG), United States Department of State (USDOS) programming, as well as assist in the implementation of Samaritan's Purse internal and external reporting.

**A day in the life of a MEAL Officer:**

In the role of **MEAL Officer,** you will have the opportunity to:

- Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
- Support implementation of a MEAL system, working closely with other M&E staff and consultants, and providing progress updates to donors, and key stakeholders
- Lead the management of Samaritan's Purse reporting and provides training and support to the leadership team, Program Managers, and other staff in the use of data collection software.
- Assist program staff to ensure monitoring tools and M&E plans are incorporated for all applicable activities.
- Identify programming information gaps to better facilitate an overall humanitarian response.
- Design MEAL strategies for Samaritan's Purse field programs. Ensure all activities and results meet quality standards for USDOS, SPHERE, WHO, or other humanitarian standards where appropriate and are in line with Samaritans Purse PM FOG.
- Review program achievements against target indicators with the purpose of strengthening reporting and decision making in collaboration with leadership staff, Program Managers, and other key stakeholders.
- Attend and represent Samaritan's Purse at coordination and cluster meetings with other stakeholders and partners.
- Ensure appropriate donor performance indicators are integrated into M&E plans and on-going monitoring activities.
- Maintain an effective information database for all projects including activities, results, targets, and progress reports.
- Engage in spot checks and process monitoring to track results (output, outcomes, and impacts) for all projects.
- Contribute to design and development of new projects and program concepts and proposal ensuring that results frameworks, logical frames, and work plans are in compliance with the donor requirements and Samaritan's Purse standards.
- Record and synthesize lessons learned.

**Qualifications & Experience**:

- Bachelors degree in development-related subjects, Economics, or Statistics, and a minimum of three (3) years in Monitoring and Evaluation; or equivalent combination of education and experience. Demonstrated experience in an M&E or programming role required. Experience in proposal development and grant management strongly preferred.
- Experience conducting project evaluations including using different survey methodologies, e.g cluster sampling and experience conducting project evaluations utilizing various survey methodologies.
- Thorough knowledge of statistical analysis
- Strong ability in Data Collection, Data Management and Analysis
- Good knowledge of project cycle management and development
- Working knowledge of mobile data collection platforms
- 12 credit hours of college-level Biblical Studies (required)

**Job Location:** Middle East

**Type:** Full-Time; 12 month Assignment

**Language Requirement:** Fluency in English (required); Arabic preferred

**Travel Expectations:** 45 days/ year Required travel documents and vaccinations for entry into foreign countries will be necessary
