Our work responds to the defense of the rights of migrants, the rights of women around the world, the sustainability of the environment and the defense of the rights of people affected by humanitarian crises. For this we know that we need to build an informed, critical global citizenship that is eager to get involved in the social changes necessary to achieve a world that puts people and human rights at the center. And we know that advocacy is key to achieving this.

Alianza has been working in Jordan since 2007. The organisation has always collaborated with Jordanian organizations of a strong feminist nature and supported the work of civil society, especially in terms of empowerment and women's rights, prevention and response to sexual and gender-based violence, both with Jordanian women and refugees. It is specialized in the detection and care of cases of GBV through clinics and OneStop Centres, training to non-specialized actors for the detection, referral and response to cases of GBV, the application of standard procedures and policies to ensure quality in multisectoral services, training and awareness in GBV and women’s rights, promotion of women leadership and participation, studies, etc.

**Project Context**

These ToR are developed within the framework of the program (hereinafter the Convenio) entitled "Strengthened the active participation of women (Jordanians, Syrian Refugees, Youth and Women with Disabilities - WwD) with a comprehensive approach to rights in Jordan", funded by the Spanish Cooperation – AECID.

Alianza por la Solidaridad is part of a consortium formed by three Spanish NGOs (Alianza, MPDL and NOVACT), of which Movement for Peace – MPDL is the lead, organization for this intervention, along with the local partners: Be Positive; Community Based Rehabilitation Center (CBR); I Dare; and Housewives Association (HSF). The direct local partner of Alianza is HSF.

This Convenio will last for four years, ending in early 2027. Its general objective is to “Contribute to a life free of violence for women, preventing economic, gender, community and digital violence” and it includes 3 specific objectives:

\- **SO1**: Promote the sustainable and inclusive economic empowerment of Jordanian and refugee women, with special attention to young women and women with disabilities.

\- **SO2**: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman.

\- **SO3**: Strengthen the leadership of Jordanian and refugee women, paying special attention to young women and/or women with disabilities, in peace building, preventing violent conflicts and promoting resilience in their communities.

Alianza is coordinating the implementation of SO2, in which these ToR are framed.

**Project Objectives**

Specific Objective 2: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman, will be achieved through the following outcomes:

\- SO2. O1. Women and WwD (Jordanians and refugees) surviving or at risk of GBV have access to prevention, detection, care and referral services with high quality standards.

\- SO2. O2. Strengthened the favorable environment at the community level for the prevention and detection of gender violence and the promotion of women's rights, from the female leadership.

\- SO2. O3. Reinforced the joint strategy of partner organizations to guarantee the protection and empowerment of women and WwD (Jordanians and refugees) from a comprehensive perspective.

These ToR are mainly related to Outcome 2 of Specific Objective 2, more specifically with the activity A2.2.3 “Awareness-raising process on new masculinities, gender roles and co-responsibility through a family support and positive parenting program”.

**CONSULTANCY**

The Expert on Gender-Sensitive Masculinities will be contracted as a consultant to support the implementation of awareness-raising sessions on new masculinities, gender roles, and co-responsibility through a family support and positive parenting program.

**Summary of the Process**

The process involves hiring a consultant to conduct 10 sessions per couple each in Amman, Zarqa, and Mafraq on new masculinities, gender roles, and co-responsibility. Starting by May 2026, these sessions will encourage open discussions through group and couple-based activities to foster positive family dynamics. The trainer will document each session’s progress, ending with a final report assessing the program’s impact and providing recommendations.

**Objective**

This consultancy aims to raise awareness among couples in Amman, Zarqa, and Mafraq on new masculinities, gender roles, and shared family responsibilities. By fostering positive family dynamics, encouraging equitable gender roles, and promoting co-responsibility in family support and parenting, the sessions will contribute to long-term behavioral change and gender equity within households.

**Scope of Work**

The consultant will design, plan, and deliver 10 structured sessions per couple, engaging 10 couples per locality. These sessions will incorporate culturally relevant methodologies such as group discussions, couple-focused activities, and positive parenting practices. The consultant will create a supportive environment that encourages openness and active participation while serving as a relatable role model for promoting behavioral change.

The specific outputs expected are as follows:

- Session Design and Planning: develop a structured plan for 10 sessions per couple in each locality (Total of 30 couples) in Amman, Zarqa, and Mafraq, focusing on new masculinities, gender roles, and co-responsibility. Tailor the methodology to fit the cultural context, including group discussions, couple sessions, and positive parenting sessions.
- Session Delivery: Conduct 10 sessions per couple, with 10 couples participating in each locality (Total of 30 couples). Ensure interactive and engaging discussions that promote openness and active participation.
- Participant Engagement and Support: foster a supportive environment where participants feel comfortable discussing sensitive topics. Serve as a relatable male role model to facilitate open dialogue on new masculinities and shared responsibilities.
- Documentation and Reporting: after each session, prepare a brief report documenting attendance, key discussion points, participant feedback, and observations on participant engagement and progress.
- Final Evaluation and Recommendations: compile a final summary report at the end of the consultancy, evaluating the sessions' impact, assessing participant engagement, and providing insights and recommendations for future programming.

The consultant is also expected to hand in the following deliverables:

- Detailed Session Plans for each locality, outlining objectives, methodologies, and activities.
- Final Summary Report covering the sessions discussion points, and participant feedback per locality, overall impact, engagement assessment, and recommendations for future initiatives.

All the deliverables must be in English language. The training materials must be as well in Arabic.

**Duration**

The consultant’s commitment for the specific service is expected to be finished by end of 2025. The specific workplan will be agreed with Alianza. The service is expected to start in April.

**REQUIREMENTS & SELECTION PROCESS**

**Profile Requirement**

The consultant profile shall comply with the following requirements:

- At least 3 years of relevant experience in training and awareness-raising, project development and implementation, strategy creation, and community mobilization.
- Demonstrated experience in delivering training on topics related to new masculinities, gender roles, and co-responsibility.
- Specialized training in gender, gender-based violence, human rights, and related areas.
- Proven knowledge and involvement in women’s rights or gender justice movements and organizations.
- Skilled in facilitating discussions and effectively engaging diverse groups.
- Deep understanding of cultural dynamics in Amman, Zarqa, and Mafraq.
- Preferred background in psychology, counseling, social work, or a related field.
- Familiarity with innovative methodologies for training and awareness-raising.
- Proficiency in both English and Arabic, with strong spoken and written skills.
- Ability to produce high-quality work within tight deadlines.
- Strong commitment to human rights and gender equality.
- Creative, proactive, and solution oriented.

**Application and submission deadline**

The consultant must submit a technical and financial proposal (maximum 10 pages in total) including the following:

- Cover letter of maximum 500 words, highlighting the motivation and key skills for the service
- CV
- Tentative workplan
- Methodological approach
- Tentative activities and/or other relevant considerations
- Detailed financial proposal including all applicable taxes
