**Background**

Johanniter started its activities in Mozambique in 2019 and has expanded its program in Mozambique from short to medium term across Sofala, Manica and Cabo Delgado provinces. We are implementing projects to support the population affected by conflicts and climate related shocks in Mozambique. The projects focus on Health, Nutrition, WASH, and Livelihoods including crosscutting themes like DRR and peacebuilding. Projects are implemented with local partners and through self-implementation. Funds are secured through the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Foreign Office (GFFO), USAID, Aktion Deutschland Hilft (ADH) and as well as a variety of other donor agencies.

**ECHO Project Summary:**

This ECHO-funded humanitarian project aims to deliver life-saving, multi-sector assistance to conflict-affected and displaced populations in Cabo Delgado, Mozambique, focusing on restoring access to primary healthcare while integrating nutrition, protection, education in emergencies, WASH, and multipurpose cash support. The project is implemented by a consortium led by Johanniter International Assistance, combining complementary expertise in health, protection, education, and emergency response to reach over 50,000 vulnerable people in hard-to-access areas.

**In a Nutshell**

You will:

- oversee all aspects of consortium management, ensuring quality implementation, compliance with ECHO rules, and effective coordination among partners
- serve as the focal point for consortium management in Mozambique, ensuring effective coordination among partner organizations, compliance with donor requirements, and alignment with consortium objectives
- facilitate communication, oversee joint planning, implementation and reporting to maximize the impact of consortium-funded project

**You will do:**

Strategy and Vision

- contribute to the development and implementation of the global strategy of Johanniter International Assistance

Leadership

- actively live the Johanniter’s leadership principles

Safeguarding

- integrate safeguarding considerations into grant and partnership management by ensuring safeguarding commitments are reflected in grant agreements and partner documentation, monitoring partner adherence to Code of Conduct and PSEAH requirements, and flagging safeguarding risks through appropriate in-ternal channels

Coordination governance and coordinaton

- lead structured coordination among consortium members including Johanniter, co-lead agencies and implementing partners
- serve as primary consortium representative to donor and other local and international stakeholders, responsible for addressing all project matters
- serve as the primary liaison among consortium partners, facilitating communication and alignment with project objectives
- support the establishment and coordination of Technical Working Groups (Steering Committee, Project Management, Technical, Advocacy, MEAL)
- organize and facilitate consortium steering meetings, technical working group, document decisions, and track action points
- maintain clear and responsive communication with the donor and partners regarding project updates, challenges, and opportunities
- provide support to the development and roll-out of project communication strategies, including compliance with donor’s branding and marking requirements
- conduct monitoring visits to field sites to verify implementation progress
- organize and coordinate ECHO donor visits, ensuring visibility and clear communications
- develop a Consortium Engagement Strategy and report progress to the Steering Committee
- represent the consortium in coordination platforms and UN cluster meetings in Mozambique

Grants Management & Reporting

- coordinate partners in planning and delivering the project in full compliance with ECHO regulations and internal procedures
- track project indicators, activities, and budget, flag deviations and recommend corrective actions
- ensure lessons learned are shared and applied across partners
- maintain proactive engagement with the donor, ensuring timely responses to requests and reports
- support technical and operational staff in understanding donor reporting and compliance requirements
- lead internal and external reporting processes, ensuring high-quality narrative and financial submissions
- maintain a robust documentation and information management system for the grant
- supervise and coordinate the implementation of health and nutrition sub-components for JUH

Monitoring and Evaluation

- facilitate and oversee sub-award life cycles, from vetting and agreement development to monitoring and close-out.
- coordinate partner program, finance, and compliance monitoring, providing guidance to address any issues

Gender

- ensure consortium activities, partner work plans, logframes, and reporting reflect Johanniter’s Gender Minimum Standards by applying current gender analyses, tracking SADD and gender indicators, budgeting required gender-responsive actions, assessing gender-related risks, and promoting do-no-harm messaging.

**What you bring:**

Profession/Qualification

- university degree in Medicine, Public Health, Humanitarian Studies, International Development, Social Sciences, International Law, or related field

Experience

- minimum 5 years’ experience leading multi-partner projects in humanitarian settings
- strong Program Management and Coordination skills and experience
- strong knowledge of project planning, management cycles, and donor compliance requirements (especially ECHO but also GFFO and BMZ)
- excellent verbal and written communication skills in English; ability to lead meetings with multiple stakeholders
- knowledge of protection programming or experience in protection/refugee contexts preferred
- excellent facilitation, negotiation, and communication skills
- fluency in English required; Portuguese language skills are an asset
- demonstrated experience and skills in project management cycle
- knowledge of national and international guidelines including SPHERE and CHS is an advantage
- excellent organizational, communication, and writing skills
- good working experience in Mozambique especially in the field of Consortium Coordination

Desirable

- strong organizational and documentation skills, capable of managing multiple competing deliverables
- excellent problem-solving, negotiation, and interpersonal skills
- ability to work under pressure, multi-task, and make timely decisions
- experience coordinating across finance, MEAL, and communications departments
- proficiency in Microsoft Office (Word, Excel, PowerPoint)
- strong interpersonal skills required, with the ability to collaborate with others
- documented skills in formulation of programme/project proposals, budgets and reports
- fundraising abilities and understanding of various donors’ requirements
- ability to use Logical Framework Approach as a tool in project/programme design and follow-up
- draft and review sub-agreements in coordination with HQ compliance, JUH internal departments, and partners
- ensure timely disbursement of partner funds based on satisfactory financial and narrative reports
- maintain comprehensive electronic and physical files for all partnership activities
- foster smooth communication and collaboration among partners, aligned with JUH partnership principles

Representation, Communication, Liaison, Network

- represent the Consortium Partners at the regular coordination/Cluster meetings
- establish regular mechanisms for exchange of information between the Consortium partners
- motivate Consortium Partners to participate in events (coordination meetings, working groups, training, workshop, assessments, etc.)
- contribute to the production of documents (strategies, work plans, advocacy briefs, and bulletins) with appropriate view and technical input from Consortium Partners
- ensure the accountability and transparency of the Consortium Partners decision and work on the ECHO project.
- maintain appropriate links and dialogue with national and local authorities, state institutions, local civil society
- ensure adequate monitoring mechanisms are in place and/or utilized to review the impacts of actions
- ensure adequate reporting and effective information sharing among Consortium Partners

Capacity Building

- strengthen coordination mechanisms and build partner capacity in grant management
- provide technical support to consortium members on donor compliance and reporting
- significant understanding of complex emergencies and crisis contexts
- significant political and cultural awareness and experience of working in setting where insecurity is a major issue
- awareness of gender issues
- proven communication, interpersonal and negotiation skills
- strong leadership and coordination skills.
